Foreign Drivers in Japan

Japanese car rentals include stickers that read: “A foreigner is driving”

I just came across this article and was just thinking about the meaning behind it.

I don’t drive in Japan, I am a little scared to.  Not because of my lack of driving ability (I had been driving in Hawaii since I was 16,) but because I notice a lot of people here don’t really pay attention to the road.  I am sure that can be said about it all over the world, but I guess because I live here, I notice it more.

So this article made me curious.  Are foreign drivers more dangerous on the roads than Japanese people?  Is it because they wouldn’t know the laws or be able to read signs?  I would actually think experience and age would be bigger factors when it comes to safety.

What are you thoughts?
